I assume you want a non-spellcaster that runs around hitting things with a staff while wearing a robe and pointy hat claiming he's a wizard who casts MAXIMIZED EMPOWERED SMAAAAASH! I'd say a monk could work, or a barbarian, or a fighter though the lack of armor... Unless he just wears an ill-fitting gray robe over his armor, heh. I like this concept, sounds fun!
If you want an actual spell caster that focuses on self-buffs to make him capable of smashing things, then either bloodrager for arcane or warpriest for divine.

Staff Magus is probably the best option just for the level 10 ability to use any magic staff as a weapon. Monk of the empty hand using and actual quarterstaff as an "improvised" quarterstaff is also potentially powerful, if cheesy. Martial Artist or Weapon Master Monk are good for a more traditional approach. You could also go with a Warpriest of Sun Wukong.

Thematically similar, but completely different. If you're not completely attached to the staff you could beat people down with your scrolls as a Scrollmaster.
Then you can prestige into Cyphermage to get a bit more customizability with your scroll attacks.
Otherwise though, I love this idea and hope barb turns up in the build so you can rage when you staff people.

i'd go barbarian, reckless abandon, come and get me, lunge, stack everything that reduces AC! it doesnt matter if you have 20 or -10 AC when the enemy has +20 to hit ;) Defense? You have come and get me, just make sure you hit harder on attacks of opportunity then the enemy with his attacks and it'll be a net win! Quarterstaff is only 1d6 less damage then a greatsword. Real Barbarians... äh... Wizards don't care for a lousy 3.5 average damage! Oh and take Spell Sunder, real Wizards Dispel Magic by punching it!

You have got the right stuff. I'll go for an "educated" barbarian who noticed to be a wizard and who's power is smashing people. Hehe.

When I first read the thread title, I thought of "Louie the Rune Soldier."
If you take "craft wand" and are nice to the DM so he makes you a custom feat, all your wands would also count as light clubs ...
edit: If Louie was in Golarion, I'm sure he'd worship Cayden.

personally i'd go for a monk... most likely a weapon adept. that gives you perfect strike (which is usable with quarterstaff) and free weapon specialization, so your flurry (also usable with quarterstaff) will do a bit more damage. also, as a monk you can just wear a robe and pointy hat and still have a decent AC.
its probably a more reasonable build if you could find an opportunity to use it in a gestalt game (combo monk with empyreal sorc if you actually want to cast, or some kind of fighter, maybe weapon master, if you really just want to bash skulls).
