Delivering touch attacks from multi charge spells

For the purpose of discussion, the spell I have in mind is Chill Touch.

When you spend your charges, is that a specific kind of action, or are you just spending one charge per attack under whatever conditions apply (full attack, haste, AoOs, etc...)?


You're just spending one charge per attack, including the one free attack you get from casting the spell.

Spending a charge per se isn't an action, it happens whenever you touch someone, e.g. because hit him with an unarmed or natural attack.

However, you now have the option to do touch attacks. Doing a touch attack is a standard action, so you only get one per round.

Wrong. Doing a touch attack is an attack. You can make touch attacks as part of an attack action, a full attack, a flurry of blows or even as an attack of opportunity.

Doesn't mention a specific action at all, it doesn't make sense for someone who is good enough at attacking to do it multiple times per round to be worse when all they have to do is tap the target's armor.
