I just saw a phrase...I can't repeat it, but it was sort of like, "This item is powered by hair that must be obtained from beings that have hair."
I have seen this item three times now and I'm still struggling to think of a use for it that wouldn't get me arrested.

I've noticed this year in particular, there've been a lot of really complicated construction requirements in many many entries.
You look at most actual magic items, construction requirements seldom exceed three of any combination of spells and a feat/skill/class ability requirement. Most items require, beyond the crafting feat, just one, maybe two spells. The only ones that exceed this are items like the golem manual in the PRD where you need to know all of the spells required to make the golem, which makes sense.
Perhaps amongst advice for next year, we could discuss guidelines for the requirements. My sense is you do not need a spell for everything the item can do, just one or two that cover the bulk of it--and if you feel like it does four to six things that are so specific you need to back it up with as many spells, your item probably tries to do too much.

Guidelines? You know it's not superstar when the requirements have been overdone => too many spells not tight enough a theme = fail

Replace-a-rogue up against replace-a-rogue that at least considers the idea the party might want a rogue. Surprisingly, I chose the latter item.
