Query?
How is it possible to play some of the Modules Listed at the higher levels? It has always been my understanding, that PFS Levels cap out at
12th, with the exception of Con specials.

Scenarios top out at 12th level.

Specials, sanctioned modules and AP's go higher than that.

The 12th level hard cap has been removed from PFS.

Basically, all that changes when you're 12th level or above is there aren't any PFS scenarios you can play, but have to stick to APs and modules.

My next query would then be, why play any PFS character past 12th level if its not allowed in further sanctioned play at Cons or events? What's the point?

Andreas is correct, in general, but there are specific exceptions. The big, multi-table special events, like "Siege of the Diamond city", allow post-retirement characters.

Also, one of the module series, Shattered Star, is particularly appropriate for a career continuation.

Because you enjoy the character and high level play? Even as little as there is, sometimes it is fun to do the high end material with a character you have devoted a lot of time and attention to.

Also, as others have pointed out, convention specials have included 12+ tier material. It was actually rather fun hearing the seekers at a nearby table during Siege of the Diamond City.

As Tony mentioned, people might just enjoy playing the character, even after he/she hits 12th level (or maybe the characteris then just beginning to become interesting).
People tend to forget this is a roleplaying game, with the main objective being to have a good time. It's not a TCG tournament you only play for the prizes.

I'm currently GMing Academy of Secrets for a 4-person party of my friends.

Party:
L14 Superstition/Eater of Magic/Come and Get Me Barbarian
L14 Archeologist Bard
L13 Conjurer Wizard
L12 Archer Ranger

(My Life Oracle will become L15 with GM credit)

Not only is it awesome for me to facilitate my friends playing characters they enjoy and have invested a great deal of time in, it's also great to see the mastery that they play the characters with.

In our area, we're hoping to get EoTT run for a group of L12 folks and Ruby Phoenix for folks with alts who can't play EoTT. Hopefully, by the end of winter, we'll have created a nice pool of participants for high level PFS adventures.
