Calculating Skill Points for Humans with Low Intelligence

Say I have a 1st-Level Human Fighter with a 7 Intelligence. Do I add the bonus skill from being human before or after I subtract the -2 penalty for his low intelligence score?

I know the minimum number of skill points a character can earn is 1 per level so if I subtract 2 for low intelligence before applying the bonus for being human, I end up with 2 skill points for that level. However, if I apply the human bonus before I subtract 2 for low intelligence, I end up with 1 skill point for that level. Which is the correct procedure?

Bonus skill points are added after the class/Int calculation is done.

So, a human fighter with 7 Int putting his favoured class bonus into skill points gets:

2 (fighter)
-2 (Int)
= 1 (minimum)
+1 (human)
+1 (favoured class)

= 3

The bonus skill point is added AFTER. So the correct end result for a Human Fighter (or Cleric) with 7 int is 2 skill points.

After. Do the penalty first, then apply your human bonus, and, if you choose, your favored class bonus. So you could end up with 3 skill points/level even with your 7 Int.

Doing it the other way removes half your human racial bonuses.
