By that, I mean a game consists entirely of players with animal/monster companions; a game where everyone is a "pet class".
Ideally not setting specific, but if it is, something that could be houseruled to generic settings relatively easily. A google search of generic names haven't yielded any results (most of them coming straight back to DnD).

There are a number of Pokemon RPGs out there...
Oh, I am more than familiar with these fan-made games *wink*
I'm specifically looking for published products. I've certainly never heard of a TRPG that was build around the idea of players forming a close bond with creature that they customize as expensively as their PC. As it stands, of the 18 base classes in PF (excluding the soon-to-be-released ACG), only 6 get to have some sort of animal companion or familiar from 1st level, and only Summoner and Druid truly get free reign on what sort of abilities their companions can have summoner most of all).

You want free reign?
Cute and Fuzzy (Cockfighting) Seizure Monsters was a supplement for 2nd edition BESM where the characters all had a pet monster, fully customizable by the player. (BESM is a point-buy based game, not a level based game.)
I think all the mechanics got transferred into BESM 3rd edition, but the original supplement has things like story hooks and campaign ideas that should be good for whatever game system you want to use.

Interesting. I'll definitely look into this one in more detail, though the system seems a few steps to far into abstraction than I prefer (I generally like the more narrow stat breakdowns one finds in d20 OGL, Call of Cthulu, etc.)
