Wardens of the reborn forge will probably be added to this list at some point 12-15 ish if it's like Dragons demand it'll have 3 chronicle sheets plus a 4th for campaign mode.

I believe I saw a post indicating that the specials are really hard to write, and that it just gets harder as you go up in levels.

Which seems pretty obvious, now that I've typed it out. :P

But the post also said that given the limited amount of play the high tiers saw, they're unlikely to continue writing for those tiers.

I don't have a link, though--I invite anyone who is bored to go digging. :D

When he said "19.2", he was saying "level 19, with two additional experience points". The one XP from Race would be enough to push the character up to level 20.

This basically, also, presupposes that the PC was run through the Eyes of the Ten, or otherwise wound up with 2 XP toward the next level, once they passed 11th level.

15.2 after module/AP segment (Tier 13-15, 14-16, or 15-17 to be played)
