In other words, sometimes it’s better or more efficient for the staff to answer a question with fewer FAQ flags than one with many FAQ flags.
This one should probably be a little clearer, that's not how I read it!

That's two different questions. Sean basically is saying they don't see a question until it hits 8+ FAQ clicks. That answer says that it doesn't matter if it has 8 clicks or 800 clicks, the team will answer them in the order they think it's important, more or less.
