Take a look at the Bestiary -> Universal Monster Rules: Natural Attacks.
This is a general rule for all natural attacks.
There you will find a table with all natural attacks and their attack type. Bites, Claws, Gores, Slams, Stings and Talons are primary attacks. All other attacks are secondary attacks.
So the 'Form of the Dragon' has three primary (bite, 2xclaws) and three secondary (2xwings, tail) attacks.

As per Bestiary entry:
Bite: This is a primary attack that deals the indicated damage plus 1-1/2 times Strength bonus.
Claws: These primary attacks deal the indicated damage plus Strength bonus.
Wings: Wing attacks are secondary attacks that deal the indicated damage plus 1/2 Strength bonus.
Tail Slap: A tail slap is a secondary attack that deals the indicated damage plus 1-1/2 times Strength bonus (this is an exception to the normal secondary attack rules).

Is that an ability of the dragon or the natural attack? It's a physical property, so I imagine they'd get the extra Reach with the bite an the various STR bonuses.
Yes - you get the natural attacks of the form, which includes all of that.
Complicated attacks from Form of the Dragon III:
3 Primary, 3 Secondary
2 Str * 1.5, 2 Str * 1, 2 Str * 0.5 - and those don't match up exactly.
+ PwrAtk at 150%, 100%, and 50%
