While we are on the subject of lingering say a level 20 paladin that has spell perfection on blaze of glory. Casts a lingering empowered magical lineage blaze of glory. Would the damage be:
Round 1: 10d6*1.5healing to all allies, and the same to all enemies in damage.
Round 2: would you reroll the dice or use the figures the previous round. Also would the paladin be healed on that second round?

I was thinking it would be quite nasty.
Targeting an area with some individuals in it. All of them are effected, and if anyone enters area after my turn and before my next turn will be affected as well?

Yes. In addition, any creature entering the area before the beginning of your next turn would be healed or damaged accordingly.
I don't know about the prayer portion of the spell. It isn't instantaneous, but the spell itself is "instantaneous and 1 round/level; see text". To me, this screams "use your brain", so I would not allow the prayer effect to linger, instead restricting it to those in the area when the spell was cast just as if the instantaneous effect and 1 round/level effect were two spells cast simultaneously.
