Building off of a "noble-orc" race would be key: no mental stat penalties, long life span, natural armor, powerful build, a race with more than 10 RP, but less than 20.
As far as class levels go, there is loads of room for argument.
I like this. For class I personally would look at a ranger archetype Beast Master. Mounted Fury barbarian is also a neat concept.

Well, Hobgoblin is the best choice.
Remember, in Tolkien lore, the Orcs and Goblins are the same thing.
Go Cavalier, and choose the Fell Rider archetype.

The Advanced template would be good for him.
Orc or Hobgoblin races could fit.
Mad Dog and Mounted Fury Barbarian, Beast Rider and Fell Rider Cavalier, Beastmaster and Horse Lord Ranger could all provide appropriate mounts. Ranger should take Skirmisher as well.
Dragoon and Rough Rider Fighter, Wild Stalker Ranger, or even Sohei could take Leadership for a leveled Worg or Winter Wolf cohort, or Animal Ally for a wolf companion.
The Mammoth Rider prestige class could be added as well.
BBT's idea to apply use Sable Company Marine variant to grant a different magical beast than hippogriff (in this case worg or Winter wolf would work best) is pretty cool.
