I'm confused, it says it's been replaced by the Inner Sea World Guide and goes on to mention Feats, Equipment and Prestige Classes that are valid. What if want a Spell from it, are they not available?

As it says in the entry, as of 2011 you couldn't take anything new from Pathfinder Chronicles Campaign Setting. If you had taken a legal option from the book prior to that date it's grandfathered in, as listed. But you cannot take anything from the source now, as it has been replaced by the Inner Sea World Guide.

Blacklight. Can't find it anywhere else, although oddly enough people still talk about it so not sure how they are getting it or if they are just referring to really old characters of theirs.

The closest you can get now is deeper darkness. Which is still talked about often. I had never heard of blacklight before this. But you are right, it is not PFS legal as it has never been reprinted (probably for the better, reading that spell).

Yeah Blacklight is FAR superior to Deeper Darkness (which is useless to me). Oh well, it was great while it lasted (i.e. not at all)! lol

So everything can be grandfathered in? Such as I built a noble from Cheliax and had his family be of one of the houses of cheliax.

As long as A) It was already on your character before the cutoff date back in 2011 and B) it hasn't been replaced by an updated version in a later book, then yes, you can keep it.

For example, one of my characters picked up a Flying Talon when the book first came out. So far the weapon hasn't been updated, so he gets to keep it. Sadly, his build went a different direction so he doesn't use it much anymore.

On the other hand, if you had taken the Low Templar prestige class, you would have to change over to use the updated version that came out in the Inner Sea World Guide.

As far as the Cheliax noble thing, any character can CLAIM anything about their ancestry, but it won't have any in-game mechanical effect unless you take a game mechanic option that specifies such an effect.

Like if there was a feat that stated you are an actual known Chelish noble and NPCs will treat you as such. (Dunno if there is such a feat, but it's an example) Without such a feat or other similar game mechanic, that NPC bartender may very well just roll his eyes and tell you to get in line behind the other 5 guys claiming to be Chelish Nobles.
