The one exception is Ambush.
A player had a situation where Ambush was last card in a location so there were no monsters to pull.
The designer called that Ambush gets banished after you check for monsters.

I have a house rule that Ambush gets random monster from box instead of the location.

Yeah, I never understood why Ambush scouted the location deck for a monster instead of just summoning a random one. It's actually a good barrier to run into and fail your check to avoid, because it lets you scout the location.
...because it's an Ambush :)
It's great because it gives you a decision to make: do I fail it and face a monster with a penalty (but scout the deck) or pass it and carry on as I was before?
Would be nice to have more of these failing-isn't-all-bad type banes!

I scout the deck one card at a time from the top until I find a monster to lower the chances of seeing more than I have to.

I thought you had to shuffle location deck after you encounter the monster.
You do. But seeing what other cards were there before you found the monster still lets you know what's in that deck, so it's a good scouting opportunity.
Maybe you'll see a barrier card, and know which character in your group would be best to deal with it. Maybe you'll see a boon that will be particularly good for one particular character, so you want the person most likely to acquire it to head to that location.
You won't know the order of the cards, but knowing which ones are there can still be useful.
