1 too many requests to open a page

I'm trying to open http://paizo.com/threads/paizo.com/threads/rzs2pfnd which I saw linked in another thread, but I'm getting an error that says:

Please wait a minute before trying again.

I only tried to open it once. I gave it about 15 minutes and tried once more, same error.
