I just GM'ed a Tier 1-5 scenario at the 4-5 subtier. Can I apply the credit to a level 2 character? If so, I take the 1-2 subtier gold without any out-of-tier adjustment, correct?
Correct.
You apply credit to the character by what level your character is, not by what tier the players play. Had your character been 3rd level it would have received out-of-tier gold.

If the PC's level is not within the subtier played (such as a 1st-, 2nd-, or 3rd-level character in Subtier 4-5), circle the Out-of-Subtier gold value or calculate the Out-of-Subtier value for Seasons 0-4…

That is for PC credit, not GM credit.

You're wrong; VerdantSF and Kristen are correct.
You're looking at the rules for PC chronicles; the rules for GMs are on page 37:
“Full credit” means the GM gets the following: 1 XP for the scenario, 100% of the Max Gold for the subtier most appropriate to the GM’s PC, and 2 PP (or, for a slow advancement track character, 1/2 XP, 1 PP, and 50% of the Max Gold for the subtier most appropriate to the GM’s PC).
Should a GM receive a Chronicle sheet that indicates her character is between subtiers (for example, if she runs a Tier 1–5 scenario but gives a 3rd-level character the Chronicle sheet), she must always receive the Out-of-Subtier gold value.

I'd like to add on another question about the GM's Chronicle sheet. This time regarding the items available. There is nothing said about the GM's character having access to the items on the Chronicle sheet, only XP, Gold and PP. Are the items unavailable? I understand that usually the GM will have already played the scenario they run, thereby giving them access to the found items of the sub-tier of which they played. But as a newcomer to Organized Play as well as an event organizer/GM, in my case that will often be the exception rather than the rule for a while.
Shall I wait until I have the chance to play any scenarios I run before I have access to any of the items listed on my GM credit Chronicle sheets?
