The fifth of the Five Storms? (minor spoilers)

Jade Regent

So the name "Five Storms" pretty clearly implies that there should be five of these guys, right? I'm going through the books and I'm only finding four of them - Kikonu (book 1), Kimandatsu (book 2), Munasukara (book 4), and Anamurumon (book 6). At first I thought that perhaps the Jade Regent was supposed to be the fifth, but the lore seems to imply that they were the Five Storms well before they were imprisoned in the House of Withered Blossoms, and the Regent definitely wasn't in there with them. Is there something I'm missing here?

I'm not sure that's what Five Storms means.
But if you want another one, there's Nigankona in book 5.

Actually, the "Five Storms" moniker seems to be just a name, as far as I could discern from the different write-ups about the organization, it does not refer to the number of leaders.

I was planning on adding another, and actually the encounter with Nigankona was exactly where I was going to do so, except I want to keep Anamurumon as the only Yai oni in the group. Given that I'm upgrading this to a mythic path (with mythic foes here and there), I'm redesigning that encounter entirely so the "boss" monster is one of those two-headed Oni (don't want to look up the name right now, too many syllables) with 4 levels of fighter and 6 tiers of marshal, then adding in numerous, weaker minions.

Given how the Five Storms want to take over Minkai, I don't see why other Yai wouldn't work together with Anamurumon. ^^

i plan on adding another Yai to Jade Regent, also their are some Earth Yai guarding the palace:)

I replaced one of the commanders in the palace with an Ice Yai.

That was my impression too, that it's just a name for the group, not simply five of them.

One of the secrets they can find in the House of Withered Blossoms is that "Many different varieties of oni make up the Five Storms"

That just doesn't sound like it's just 4 or 5 total, but much more.

Also "The Five Storms, while powerful, are disorganized and easily distracted, and the oni who make up the organization are constantly at odds with each other."

This again seems to imply more than just a handful of Oni.

I thought of it as the 'Five Storms to bring about the fall of the Five Noble houses of Minkai'. Seemed to fit in perfectly at the time I was explaining it and nothing exactly countermands it.

That is at least what I came up with on the fly when asked about it by some of my players as they picked across books in the library Munasukaru's Penance.

Kikonu was a flunky foot soldier who abandoned the cause. Kimandatsu was a minor sub-lieutenant left behind to watch the area. Munasukaru is known as "The Least", so I plan to have four other "storms" including Anamurumon. This will involve adding three new NPCs, but it works well because I have a larger than usual group that also brings plenty of NPCs along.
