y concept is to bring in a Tiefling Wizard for badly needed arcane support and aoe stuff.
My challange is that I have never played a wizard so have no idea about how to build to their strengths or even what they are. I had been dabling with an evoker blaster buy it feels very one note...32 point buy with no more than 22 in either mental or physical. Core, Apg, UC, UM and paizo published works only. Current level 7 with champain probably taking us up to the high teens

As for stats, well, you can get everything you need (i.e., in order, Int for bonus spells and DCs, Dex for to-hit with rays and Ref saves, Con for HP and Fort saves, and Wis for Will saves) with that point buy. Are you sure that's a Pathfinder point buy and not a 3.5 point buy? Assuming it is, and if you really want to minmax, you could go with something like this (after racial modifiers and the level 4 bonus):
Str 7, Dex 19, Con 14, Int 21, Wis 14, Cha 5
But that's not really sporting in my opinion. A less dump-heavy array would look something like this:
Str 10, Dex 16, Con 14, Int 21, Wis 14, Cha 8
