A question about Nessian Hell Hounds

I was recently leafing through a friend's copy of the Pathfinder Bestiary, and came across the Hell Hound entry, and noticed something that confused me.

Despite the fact that Nessian Hell Hounds are meant to be bigger, badder and better versions of the regular Hell Hounds, for some reason they appear to be less intelligent than their lesser kin. Despite this, they seem to be able to speak Infernal while their more intelligent kin cannot.

Is there a particular reason for this?
