If i have a group of 3 players playing in a tier 1-5. Their characters are at levels 2 3 3= apl 2.67. To round out the party I'm tossing in Kyra. Do i have to toss in the first level kyra and play at 1-2 or is it possible to toss in the 4th level kyra and play at 4-5 ? (2+3+3+3=apl 3, right in between)

Either is fine, I think. I'd ask the party to choose to play up or play down, and then pick the pregen appropriate for the subtier they choose.

The level of pregens are chosen by the subtier you play in, so you determine that before picking the pregens. In your example, it would round to 3, so you could pick either subtier.

I would say the best rule of thumb would be to use pregens that best matches the subtier played. In this case, since the party has the choice of what subtier they could play, you should ask them to decide on subtier, than use a pregen that falls under that subtier; so if they play down, use a level one, and if they play up, use a level four.

What about in the 7 to 11 games where only level 7 pregens are listed. I have an encounter I am GMing this weekend that has 3 players (2 level 11s and 1 unknown) and a lvl 7 pregen. I know that the rules state that if a 4 player party has an apl that is mid-tier, 9 in this case, you play low. But one of the level 7 would be the pregen. Do I still play the party down, give them the choice, or play high because of the 2 lvl 11 PCs.

If it helps, the encounter is Lost at Bitter End, a season 0 encounter.

His post was pre-season 5 where the subtier choice became codified. At that point in time, it was table choice on up or down if you landed in the middle.
