I sometimes use Pyromancer

But usually I use pyromancer to make a new map, then copy and paste it into Google Draw, which gives more flexibility and accessibility for a tabletop, if that's what you're looking for.

I have used roll20 as well. It's a good tool as long as you have stable Internet connection. I would suggest that you put your grid on your map, then turn off the grid on roll20, as the tools included to line up the d20 grid to your on-map grid are sort of difficult to work with.
As for actually creating the maps, I swear by Dundjinni; it's an easy-to-use software, not terribly expensive, and the community for it is stellar. I just finished mapping out Vorkstag and Grine's Chymic Works (for the Carrion Crown adventure path); if anyone would like a peek at it, let me know.

I have used Dundjinni as well, and was impressed. As I mostly run AP's I don't have many occassions to create from scratch, I just copy and past existing maps into Google Draw. However, Dundjinni seemed a very good map creation tool.
