I am looking to start a new character that uses Bound daggers & bow like what is used in Elder Scrolls SKYRIM.
Besides the psionic Soulknife, is there an Arcane spell or prestige class that grants weapons like it?

The Magus archetype Spellblade springs to mind. They summon a force dagger in their offhand that they can do pretty nifty things with. It's in my personal opinion a little weaker than the standard Magus, but that doesn't make it bad, and it's a better deal than the Myrmidarch (which is the other archetype that has a ranged option, aside from spells of course).

metal oracle can summon weapons, and druids can make them with iron wood.
but imo you're asking for a flavor for your character, not an actual mechanic. you can just work this out with your gm, tell him your character concept and have him treat your weapons as though they require a standard action to "summon" them, or move action which is what drawing a weapon would cost you.
