When a caster creates a Wand of Ray of Enfeeblement, can s/he set the Caster Level to where the wand does just 1d6 Strength?

Honestly, I look at the wand creation stuff and it's like another language.


Sure. Just make the wand at 1st level casting (which is the default if you use Herolab, by the way). You have to be 2nd level casting to get to 1d6+1.

no, When making a wand you have to use your current caster level when you made it. That is why the price scales with level and to determine the bonuses on the spell used.
When you make a wand you determine the price 375xlevel of the spellxlevel of the caster in gp and thats how much it costs to make it.
then do a spellcraft check at DC 5+spell level and can get higher if you wish to make it faster and stuff like that.
and it takes 1 day per 1,000 gp of the base price to make it, succeed in the check and you got yourself a shiny new wand with 50 charges.

That's not explicitly stated in the Wand creation, and Magic Item Creation itself has this to say:

To answer the OP:

Since RoE is a 1st level spell, you can set it to CL 1 or 2 (CL 1 is actually the default when you buy it), and get 1d6 strength penalty. However it's duration is also measured in rounds/level, so it only lasts 1 or 2 rounds then
