Spell Storing Caster Level

A spell storing weapon carries a spell up to third level within it. The enhancement itself is 12th level.

Does the spell storing weapon remember the caster level of the spellcaster who charged it last, or does the item always cast at twelfth level?

As written, It would cast at 12th level, always.

As a DM you could rule:

1. At min CL (like the ring of spell storing).
2. At the CL it was put in.
3. At the CL of the weapon (at least 12th but it could be higher depending on the other enchantments)

Personally I think the CL it was put in is the most intuitive to use, but that's me.

By RAW it is the CL of the item (12th or higher),
