Is it legal to use Kitsune and Tiefling in PFS now?

I was at a PFS public event and one of the guys was saying how with the release of Advanced Races Guide you can now legally play a bunch of newly allowed races in PFS like the Kitsune and Tiefling. Is there any truth to this? Hero Lab isn't letting me do it and I haven't bought the advanced races guide yet.

Tiefling and Aasimar are legal. Unsure about Kitsune.

EDIT: Just looked it up. Kitsune and a bunch of other races are legal, but require a Chronicle sheet opening up the race. Aasimar and Tiefling do not require a Chronicle sheet.

tiefling yes, for everyone. kitsune yes, but only if you have the certificate that allows you to make one.

the only completely open new races (ie not needing a cert to play) are aasimar, tiefling, and tengu.

some others are allowed with certs that i know of but are kind of rare

Follow up for this question: Are Aasimar/Tiefling/Tengu characters legal for play in PFS if you don't own the Advanced Race Guide? I have the Bestiary, but not the ACG. I obviously wouldn't get access to any of the exclusive ACG content, but the Bestiary entries appear to provide sufficient info to build a basic character for each of these races. I wouldn't mind being able to take a "test drive" before I invest in the book.

Bestiary is fine.

You could also own these books to play these races:

Aasimar- Blood of Angels
Tiefling- Blood of Devils
Tengu- Dragon Empire Primer
