Can silence be put into a potion and virtually be used as a bomb?

You couldn't do that with a potion, but your GM might let you do that with an oil, which uses pretty much the same rules, but is made to be applied to inanimate objects. However the rules state that you have to "smear" the oil on the target, so it's debatable whether throwing it at a target counts.

No. Silence cannot be made into a potion or oil because it does not have a target.

There are two problems with this:
1) You can't just throw a potion as a bomb. The vial might break, but it won't have any effect. Potions must be imbibed.
2) You can't get a potion of silence because it's an area spell.

But the 4th level gunslinger pregen has an oil of silence in their inventory. Is that a mistake?

I... what? Granted there's not a "target" line at the top of the spell's entry, but... if I cast it on an enemy, they get a save, but they're not the target? I can cast it on a pebble which I intend to throw in the path of someone whose heart I intend to cut out, but the pebble isn't the target?

There's a difference between an Oil of Silence and an Oil of Silence. (And I'm not even kidding.)

Oil of Silence.

The spell can be centered on a creature, and the effect then radiates from the creature and moves as it moves.

The effect might be centered on the creature, but the creature is still not the target of the spell, where "target" has a specific meaning in the game mechanics.

While this item has a confusing title, it is not an oil made through Brew Potion, but is a wondrous item that does a specific thing: it silences a firearm. It doesn't replicate the spell.

I was providing the much needed context for Jiggy's statement :)
