I'm looking for advice on how to build a human winter witch/frost queen type caster bbeg. I'm thinking of cross-blooded sorcerer 1 (draconic and elemental) winter witch 19 (winter patron?) but not sure if any archetypes would be beneficial that fit the theme other than winter witch? I'm not opposed to having her be middle-aged or even old, but not venerable.
I'm also trying to figure out a way to have her have access to the simulacrum spell so she can have level 10 versions of herself.
20-point buy with PC wealth to get to CR 20. She should be good at crowd control but also have good cold-blasting abilities.

I should mention that I am aware of Ilivarr from Witchwar Legacy module. This build would actually be a replacement for her. Thanks!
I'd recommend utilizing the Winter Witch PrC as well as the Winter Witch archetype (which is a pre-req for the PrC). The PrC gets around some of the problems of energy resist/immunity.

Throw in middle age
STR 8, DEX 10, CON 12, INT 18, WIS 14, CHR 12
Human bonus goes to INT
STR 8, DEX 10, CON 12, INT 20, WIS 14, CHR 12
Level increases are going to go to INT (eventually INT 25)
Item enhancements will go to INT (and possibly WIS) granting INT 31
Sorcerer 1 cross-blooded (draconic + elemental) focused on cold
Human feat: ?? (considering Additional Traits to pick up 2 useful traits such as magical knack and reactionary)
Level 1 feat: Combat casting
At 2nd level switch over to witch (winter witch archetype)
Witch 1 (winter witch) with winter patron
Then go witch 2-5 and switch over to Winter Witch PrC for 10 levels and then finish off with witch 6-9.
How does that look? Any suggestions for feats by level?
Is there any way to get simulacrum? Since this is for a home game I can just handwave it but I'd like to know if there's a legit way to get it on her spell list. Thanks!

Does she have to be Human?
If not, then there's an easy way: the Samsaran race has a racial ability that lets them add spells from other spell lists to their own.
As designed, yes she needs to be human (to fit the concept). Hmmm.
