The Modules I feel can really dive into smaller locations or places perhaps better left to a single release, or perhaps a module and associated sourcebook. Such as Alkenstar in Wardens of the reborn Forge. I don't know that Alkenstar could have supported an entire AP without a lot of traveling into the Mana Wastes and getting into the Geb/Nex conflict but being able to see it in a Module was great.

Some locations and plots that could use a similar, smaller scale treatment, I think could be a nice, stone age foray into the Realm of the Mammoth Lords or some more info on Treerazer and Kyonin. A Treerazer module would be a great excuse to drop some much requested (by myself mostly it seems) high-level content.
Absalom I think might be better suited to the AP treatment where more time can be spent really diving into the location as well as all the supplemental material that would come with it.
Haladir suggested something set in Riddleport that involves the Cyphergate. Again, I'd hesitate to fully "solve" this, because the Cyphergate is big enough that a complete pat solution (especially in something module-sized) would probably undermine the level of Major Campaign Mystery around it. Ideally, this module would be for characters of high enough level that a few of them could have some levels in Cyphermage already....

Other thoughts:

I like the idea of something urban and political completely set in Absalom, especially if it's RP heavy and combat light. Admittedly, Pathfinder isn't the best system for that. (You can RP in Pathfinder, absolutely! Like most RPGs, though, it's heavily built around combat, and because of its D&D roots, more so than some others.) Still, could be fun.

Some of the plot hooks in Distant Worlds are worth exploring. Combine the mythic/Dark Tapestry idea with Arcturn, for instance.... A low-level mythic adventure could start in the Mwangi Expanse and go to the Red Star, where characters become touched by the Contemplatives.
A couple I've seen above that I really like:
