All runeforged weapons have extra abilitiesin addition to the generic ones and the bane thing, when they require a caster level (let's say when a miserly weapon trying to dispel an illusion) they use the caster level of the item right?
What happens when a tyranical weapon struck an extraplanar creature? how do you figure the DC of the dismissal?
PS. The bane thing of a tyranical weapon doesn't work on outsiders brought by planar binding/ally right?

You would just use the default DC in a case like this, which would be 10 + spell level + minimum stat for casting the spell.
In this case that's 10 + 4 (spell level of dismissal) + 2 (ability modifier for a 14 wisdom, lowest stat you can cast a level 4 cleric spell with) for a DC of 16.

Magic items produce spells or spell-like effects. For a saving throw against a spell or spell-like effect from a magic item, the DC is 10 + the level of the spell or effect + the ability modifier of the minimum ability score needed to cast that level of spell.

In the AE, the CL for a Runeforeged weapon is listed as CL 13.
I don't know if this is RAW (or care really), but this is how I figure DCs for items of a given CL:
1) CL 13 for a full caster means the caster is capable of 7th level spells.
2) To cast a 7th level spell, the caster needs a minimum primary casting ability score of 17.
3) A 17 ability score has a +3 modifier.
4 The DC for a spell/etc. is DC = 10 + SpellLvl + AbilityMod, so DC = 10+7+3 = 20.
I would consider a Runforged weapon to be CL 13 minimum. If the weapon has enough enhancements on it, it could nump the CL up higher.
