The feat Accellerated Drinker allows one to DRINK a potion as a move action instead of a standard action, but does not allow one to get the potion out any faster (still a move action).
The feat Wand Dancer works like spring attack, except for wand use instead of a melee attack.

In 3.5, you could have a potion belt that would let you draw a potion as a free action and a scroll organizer that did the same thing for scrolls. You could probably make a wand bracer to do the same thing. I personally don't think it's a big enough deal to warrant a feat.

For a home game? If you want them to be. You can grab (within reason) anything from 3.5 and adapt it.
Hardly unreasonable.
If it's PFS, then I don't think so.
