Incorporeal Undead and Touch Attacks

I was looking through the spectre and wraith entries, (both on the SRD and in my hard copy books) and I noticed that both of these monsters are adding their dexterity bonus to their incorporeal attack rolls and they do not possess the required Weapon Finesse feat that will allow them to do so.
I then proceeded to look up the incorporeal subtype as well as the undead type and there is no explanation or eratta that I could find that makes this a legal modification to their statistic block.

Is this an oversight? Why/how are they allowed to use their Dex. instead of Str.?

It's under the incorporeal special ability in Universal Monster Rules, not the subtype.
