Lycanthropes and Communicating

I have looked all over the books for some sort of ruling about Natural Born Lycanthropes in Hybrid Form, and it is still ambiguous. Can Natural Born Lycanthropes speak and communicate in Hybrid Form?

I only remember one source, in R.A. Salvatore's books some Wererats in Calimshan spoke. ( I know that's not an official source, but it's something.)

Can anyone help, or do we need a house ruling on this?

Is there some reason to think they can't? They are humanoid with some animal bits, they ought to be able to speak. I can't think of any rule to the contrary in this or any other edition of the game.

Not that Statblocks are RAW- but its at least suggestive of intent that the Hybrid has "common" listed in languages, at least in the Bestiary 1 under the Hybrid form of both the Rat and the Wolf.

The Midnight Mauler had no problem speaking in hybrid form if that helps.

Well just from popular culture in books and in movies you will never ever hear a Werewolf talking or having conversations, I guess it doesn't mean they can't but was just posing the question. I appreciate your response.

I guess I missed the whole speaks common in hybrid form thing in the Beastiary I.
