Is a faerie dragon as a familiar permanently gimped?

Rules Questions

The default creature comes in at an Int 16. The highest int score the familiar table provides is 15.

Wat do?

I've found some threads from 2011 and prior on familiars and intelligence but has anything come since then to either increase that, let the familiar use its full int score, etc?

I'd have a hard time believe that such an intelligent creature would ever become a familiar if it were permanently gimped even if it's just a "slight" one. The creature is more intelligent than most non-casting characters. Such associations are because the creature likes the caster and the association usually gives benefits to both parties involved.

The familiar tables assume you're using standard Int 1 or Int 2 animals as targets. your dragon gets to keep it's bestiary score, but gets no advancement from the table.

That's what makes sense. What gives me caution is the witch familiar ability working like the wizard one and the improved familiar feat neither of which provide an exception to that table. One thread I found mentioned that the IF feat in 3.5 provided exceptions to int but the PF version does not and the IF feat in PF states familiars work the same way except it keeps its type and doesn't necessarily gain the ability to speak with others of its kind.

the reason THAT faerie dragon is becoming a familiar is that it's not as bright as it's buddies and needs to hang out with outsiders (PCs) since the other Faerie dragons won't let him play in the reindeer games.
