This is a simple question that i really need explaining to me.
When creating an item, that falls into the catagory of rolling a D% on a 1 it is intelligent, then something like 2 - 31 it has an inscription or special design.
Can someone please explain this to me a little more clearer, im pretty much fine with if you role a 1 its intelligent thats fine you have to pay loads but get a really interesting item, i hope i role a 1 sometime.
But no where can i find what happens if you role a 2 - 31 what sort of designs or inscriptions happen please some one explain???

02–31 indicates that something (a design, inscription, or the like) provides a clue to its function
And that's it, really. Three out of every ten Wondrous Items give you an idea what they do, by how they look. The Command Word could be inscribed, or it could give you a hint with a riddle. An Amulet of Mighty Fist may take the form of a fist. A Belt of Dwarvenkind could have studs in the shape of Dwarves.
It's not really relevant when you're crafting things yourself, since you can make your own design decisions. But randomly generated treasures would adhere to this rule.

I cannot find the table or passage in the book you seem to be referencing, but when it comes to magic items there are a number of vague assertions and tables for randomly generating treasure that has a few extra adjectives besides, "sword, +1" as a base for any and all gaming groups that like to run their game with more "flavor." The inscription or special design is "whatever you dang want" because it was simply part of the crafting process.
For example, if it was made by dwarves maybe it also has a battle-poem about killing orcs. Or maybe it is a Harp of Charming with the words, "this machine kills fascists" written on it in calligraphy.
