High level black dragon rider

i am looking for the dragon magazine issue that detailed a high level 20th? black dragon rider/fighter. it had all of his stats/lore and he may have even been a god or god-like. it would have been from around 1980-1985.

While its not the same Super Genius Games has a dragonrider class and you could choose a black dragon as its mount.
