ok ... dont kill me for starting yet ANOTHER one of these this is a question based on a lot of things that Ive seen
I understand ... that the racial boons are Con Draw only (I can Deal)
now the clarification I am asking about ... is this restricted to Gencon / PaizoCon ? or is this any Con with more than 15 tables planned ?
and yes there is a reason I am asking and its more than an Idol question

Not restricted to Gencon/Paizocon, at all. I know I can get them for my store (and have) via things like the Beginner Box Bash or by scheduling 15 tables for one event. We have also received them for local cons (Tacticon and Ghengis Con).

hmmm this is what I was afraid of .... Helped Set up / Run / attended a Con Recentlty with VC's in attendance ... and as far as Im aware there were no Racial boons available ... knowing that is Kinda disapointing
Get in touch with them and see whether they just forgot about you.
It is also possible that your VC didn't want to do that for whatever reason. He would have to apply to Leadership to get them for his event. Or whoever set up the PFS games would have to, at least.
Personally, if they did ignore this option, you should get in touch with them and tell them to do this the next time the set up a con. This is precisely why they're available.

Additionally, please keep in mind that a racial boon is not a guarantee, even when attending events like Paizocon or Gencon. Usually organizers get a pool of boons (racial and not) and they setup a system for distributing them. Raffle, dice rolls, what have you.
I realize they aren't a guarantee ...but the racial boons were not even there as far as I know ... as in at this con .. they didnt exist

I'm not clear on this: YOU are the one who set up and ran PFS at the con, and the VOs were simply in attendance? Or were they the ones who set up and ran the PFS events at the con?
It may not be clear, but it's on the PFS Organizer for the con to request all con support (free scenarios for the GMs and boon chronicles) from Paizo. Oftentimes that organizer is a VC or VL, but not always. Contrary to popular belief, we VOs don't have the boon chronicles at our fingertips, nor the authorization to hand them out when we feel like it. We, like any other Organizer, have to request them each time in conjunction with a specific event, and such requests have to be submitted a week or two in advance.
This may be a matter of miscommunication about who was responsible for coordinating that support.
