PC Gear line of NPC stat block

Rules Questions

What does this mean: +721,000 gp? Does it indicate how much gear the NPC has? Or how much extra gear in gp you would have to add to get +1 CR?

NPCs get less gear than PCs of equivolent level. If that statistic block was used as a pre-generated character sheet for a PC instead of a NPC that is how much extra gear would need to be added to compensate.

Some of them are intended to be equal to PCs... I dunno.

I'm too lazy to count of the value of the rogue's gear and double check that one, but considering the difference in gear for a 20th level heroic NPC (159,000 gp) and a 20,000 level PC (880,000 gp) is 721,000 gp precisely, that probably isn't the case this time. But again, I can't be bothered to do the math on the rogue's treasure.
