I'm thinking of running a game in Cettinge in Molthune. I'm trying to think of a way to start the campaign. The game would eventually lead to the city trying to gain its freedom from Molthune, but I'm trying to think of some adventure ideas for low level characters. Thoughts? Thanks in advance.
You need a reason for the city to cecede first, weather a real reason or one crated by a bad guy.
So for example say the slaves are mostly happy with only a small free the slaves movement.
The pcs are hired to defeat some bandits ( really the free the slaves movement) leave openings for them to notice they are fighting goodguys.
However, maybe the pcs are all ln loyal servants of molthune or dont notice the bandits are not bandits, it really doeent matter because the hired attack as just to have people publicly seen stopping the railroad.
Basically no matter what the pcs do someone goes in a day later and slaughters everyone then arranges things so its so greusome. is starts the slave revolts.
Then depending how the pcs sided with the free the slave movemen or the goverment you can move from there as someone manipulates things worse. Hell the free the slave movement could even behind it.
IIRC, Laborers in Molthune can become can become citizens if they sign up for 5 years in the army. Seems like a good deal. What if some general is using the 'non citizens' not just as soldiers, but using units composed entirely of them (and possibly slaves) as sacrificial lambs by sending them into the worst fighting against monsters and human enemies alike all so the 'real citizens' don't get hurt?
The laborers turned soldiers do not at first realize they are being used with no regard at all for their lives, but when they catch on... it would certainly build resentment. If those few that survive all came from the same general area, if and when they get to their home city, one can certainly see seeds for rebellion there.
Maybe some trouble makers from Andoran are also helping egg things on, and funding 'freedom movements'?
