Why not make it another world on the Material? I'd say Celestia sounds likely to have very strong ties with Sarenrae. While Luna might have been touched by whatever got Zon-Kuthon. Hmm, that makes me think maybe Celestia is tied with Shelyn. Celestia and Luna could be part of Shelyn's quest to heal her brother. Elements of Harmony, artifact designed to test the theory on mortals. If ultimately successful, work will begin on something suitable for gods.
Perhaps Equestria is a world where good won? On Eox, evil won and the undead rule. On Equestria, good won and ponies rule.

Or of course you can go all "Cupcakes" on the PCs when they get there. Have the ponies turn out to be deceitful, cheery, sociopathic man-eating monsters. Celestia is a demon in equine form. The ponies enslave the other hapless races of their world, enforcing "harmony" on them via magical mind control. And so forth and so on.
Mind, I hate that sort of thing in fan art of MLP, but as a one-shot adventure (maybe it's a realm in the Plane of Dreams -- or Nightmares) it could work.

The problem with that aproach is that Celestia and Luna control the Sun and the Moon, and those where previously controled by common unicorns, that kind of stuff is beyond wish level magic. So it would make more sense that Equestria is a massive vault, even by vault standards. Maybe, the Gates of Tartarus are a passage to another less freindly vault.
Or maybe, Equestria is a demiplane created by the Arch-sorcereress Laureen Faustus III via multiple castings of Create Demiplane and Permanency.
Equestria is too unnatural to be in the prime material, it looks more like a pocket stable version of the First World.

Technically Equestria is a country not a planet but I get your point.
I don't see why it can't be another crystal sphere, another world in the heavens. Albeit one that is directly influenced by beings of a demigod level at the very least. But of course Celestia's meddling is no different than Arodens.
Hmm. I like the demi-plane idea. It would probably be easier to explain C and L controlling sun and moon.
On the other hand, Celestia could be a living god, pharaoh style.
It's an alternate prime on the level of Oz or Narnia. Evolved beasts have Mage Hand at the end of their hoofes, claws or even wingtips. They can talk in common or in their animal language. They can alternate between upright or all fours. They have human level ability ratings with racial pluses or minuses.
I'm thinking, Equestria is one country on the planet of retreat. A demi- plane that grew into an alternate prime. So called monsters created it to escape a human purge of creatures they could not master. As a result, they have horror stories they read to their children involving demonized humans. Celestia has dominion over the sun, and is immortal till she hands the power over to another equestrian, then she ascends to a higher plane of existence or something.
In Lovecraft's Dreamlands, powerful dreamers could influence the "dream lands," the most powerful could create entire countries therein.
Kinda like Ravenloft.....
Maybe.....a dude who dreams comes up with something Hyborian,....and a dudette dreamer comes up with a magical world of cute ponies........

My headcanon was always that the unicorns controlled the sun and moon either through a highly powerful collaboration or some sort of artifact/location. Or both.
Celestia may be like the Keeper of Trakken from Dr. Who. She controls the sun till she finds someone else to take her burden. When she has PMS, there could be serious global warming or something. Better make sure she gets her Midol.
