[3.P] Tier System for monsters?

What monsters would you put in what tiers?
Monsters are kinda like classes. Sure, they don't progress from 1st to 20th level, but they do differ in abilities and roles and obviously some are more powerful or versatile than others.

Dragons are top of the heap to me.

Outsiders are usually pretty tough too. Great features like skill points, saves, proficiencies, and immunities.

Depending on the outsider, Greater Teleport at will is awesome.

I'd gladly give up 5 class levels or something as a fighter to get the features of some of the outsiders.

Yeah, dragons and outsiders are very much teir one.

Not sure where oozes would go. I'd say maybe teir 5/possibly 4 because they can only do one thing (Engulf and digest people), but they can do it very well.
