I read the magic section again after a player asked this as I am having a mental blank. If a spell says something like... Does 2d6 damage For every three caster levels you possess... So at 3rd caster level it would do 2d6 but would it do 4d6 damage from level 4-6 or would it change to 4d6 when they reach caster level 6?
Can someone point me to a ruling on this please?

Yeah, sometimes they will say "2d6 for every three caster levels (minimum 2d6)." So that means for caster level 1-5, it does 2d6, then at caster level 6 it would do 4d6, then at caster level 9 it does 6d6, and so on. Basically some are written so that they have a minimum value provided even if the lowest level requirement isn't met.
If it doesn't have an alternate minimum listed then it doesn't do any damage before the caster level 3 is met. "2d6 for every three caster levels" gets you a result of caster level 1-2, it does 0, caster level 3-5, it does 2d6, then at caster level 6 it would do 4d6, then at caster level 9 it does 6d6, and so on.

Is there ever a case of fractions rounding up? I can't think of any instances.
Not that I'm aware of off the top of my head, but Pathfinder is an exceptions-based game, so if there is one it will be spelled out.
I know in calculating monster and NPC hitpoints using average values, add all the values together then if there's a remaining fraction round down.
So, for a 3d6 HD NPC 3.5 + 3.5 + 3.5 = 10.5 rounds to 10.0 hp
