Has any published material given a hint at this? I feel as though it did. Regardless, what are your thoughts?
I had a brainfart about a what could be in there, and I like the idea of a Shory floating city or something similar, perhaps keeping the Hurricane going or taking advantage of its presence. Probably something very big and important that a party might need to find a way to get to.
Looking for other ideas on this.

The assumption is that Aroden died. All that is known is that he has disappeared and that his priests have lost their powers from him. A theory that could fit is that Aroden is hiding inside the Eye. He might have fallen from his deific status and the energy that left him created the Eye and trapped him inside. Or he might have felt his powers start to ebb so he is in the Eye trying to stop this ebb and he has pulled his power from his followers to try and conserve power or turned that power into the Eye to power it as a shield of protection. Or he could be inside the Eye fighting with something. He is using his power to trap him and his enemy inside the Eye and has no attention he can spare to anything else.

1) It's the surface world manifestation of The Braid, in the Darklands seas.
2) Aroden and the conjoined spirits of all the other dead Azlanti, which lay restless and unquiet, until 'the Last Azlanti' finally came to join them in oblivion.
3) Gozreh's summer palace.
4) It's the prison for another Rovagug-like entity, this one aquatic and serpentine and linnorm-ish, Golarion's answer to the Midgard Serpent, Jormungandr.
5) A breach into the elemental plane of water, conjured forth to combat the drying out of Golarion, as the seas were being drained into the Darklands by some unknown force.
6) It's a hostile reaction to the opening of the Worldwound, the natural world recoiling in an 'allergic reaction' to the festering sore that is the intrusion of the Abyss into Golarion. The only 'cure' will be to seal the Worldwound.
7) A curious Qlippoth Lord has come to Golarion, and the Eye of Abendago is sort of like his 'environmental suit' or 'life support system' or 'containment vessel' that protects him from the hostile environment of Golarion, which is not welcome to his kind at all. When he gets his bearings, which may take a few more centuries, he'll start wandering around, driving the Eye around like a car, and 'exploring' various coastal regions, and finally sweeping up onto the land and cutting a swath of destruction across whatever unlucky continent catches his fancy...

Heh. I would, eventually, like to see some official possible (key word) resolutions on some of the bigger mysteries in Golarion. One of my party members is a White Witch who really didn't know terribly much about Arodens death (I see Irrisen as rather insular) but is learning about it in conjunction with the disappearance of prophecy, something she feels inclined to investigate and possibly rectify. Perhaps, at later levels, they may find out the answer. I was considering a quest involving a pirate captain who has the only ship that can navigate it, a stop by that old hermit on the Red Mantis islands, and perhaps finding a lost flying city in there with LOTS of clues on the Aroden mystery. I actually really like the thoughts that Aroden is keeping a portal from the Dark Tapestry closed, or just the portal in general. In my thought-storm, that would fit nicely with the Shory city idea....pretty sure there was a Cult of the Idiot God related to them from ages past.
Of course, after they find it and Maybe Not Die fighting some monstrous boss encounters, they may go the route of the old school RPG, get teleported off, watch the Flying City begin to move and be forced to find an Airship. Good ideas? Nay? *plots* Perhaps two evil lab mice will be running the whole Hurricane...in order to take over the world...

Regarding #4, I believe Jormungandr is alive and well in Golarion (iirc there are stats for him/it in Lands of the Linnorm Kings).
I personally envision something akin to #7 for the Eye. Primal forces had been trying to "get at" Golarion for ages, and with the death of Aroden the demons and qlippoth were able to establish footholds via the Worldwound and the Eye. The devils waited awhile longer. The thought of having the Eye be an "environmental suit" for a qlippoth lord is quite appealing to me.

Anyhow, I bet there's only a rough outline tucked in a drawer somewhere in the office of whoever is responsible for the big picture of Golarion. Before they decide to advance the metaplot, which might not happen at all, we will most likely remain in the dark over the particulars of the Eye for a very long time.

For the developers, is there anything stopping a person from Scrying the Eye of the Eye of Abendego (as the Eye of Abendego is a hurricane, meaning there is going to be a place of calm).
If there is nothing stopping a person from Scrying the Eye, then we should get an answer of what is there.

My interactions with Scandinavian mythos are basically from browsing Edda in the sixth grade, lots of viking metal and some Wagner.
