Attacking into grapple

Rules Questions

One of my players wants to make a monk who grapples.

Are there any rules for attacking a creature who is grappling or grappled. when you yourself are not.

I know it some systems they have a 50/50 chance thing but I'm looking for a RAW answer.

For ranged weapons the penalty for firing into melee would apply, but just like you can do that without a chance to hit an ally, same for two grapplers. They're each even easier to hit because of the grappled condition.

Ya, that's basically the conclusion I've come to as well. He's not going to like it but that's apparently how the rules are written.
