You might want to check out the Genius Guide to Runestaves and Wyrdwands, from SuperGenius Games.
Runestaves and Wyrdwands are implements that grant a bonus on attack, damage, and caster level checks. They're designed like weapons, with +1 to +5 bonuses, and can have special poiwers (such as really giving +1 caster level for some types of spells, if desired).
As an example, +1 Wyrdwand would give you +1 on attack rolls made as part of the spell, +1 hp damage on the 1st die of the spell, and +1 to overcome SR (I think counterspelling would also qualify).
Using that basic structure, an ability to give specific extra bonuses for counterspelling, and another ability for giving bonuses when dispelling, would be feasible, I think.

Dispel Magic (M): Using acid as a material component while attempting to dispel or counterspell a spell or effect with the earth subtype gives you a +2 bonus on your dispel check. This bonus applies whether you are using dispel magic, greater dispel magic, or some other spell that you can use for counterspelling (for example, if you have the Improved Counterspell feat).
