time stop + item of unlimited cold ice strike
1d4+1 x3 castings of cold ice strike. swift action cast time is just silly
Duration Instantaneous. Time Stop is worthless for blasting spells with an Instantaneous Duration. You can't affect anyone other than yourself inside a timestop.

sorry, i made a joke
It's ok, I joke on here all the time. It'd probably be a good idea to put a " :P " after it to help people to know you're joking though. People who don't know the system that well may not realize it's a joke and think it could be a good option. Just to be safe anyway. :)

1.) <NEW> Create Greater Demiplane, the start of what a 9th Level Spell should look like.
2.) Earthquake (extended), Byy, bye city, town, or BBEG's-Tower-of-impregnatible-gooey-evilness-that-you-can't-get-into-becaus e, . . .-well-just-because.
3.) Firestorm: a very nice wreck your face, (and everyTHING within a 720 ft diameter area) spell that also just sounds so fun. Poor
4.) Polar Midnight: Sounds really cool, but I'm honestly not sure this is a 9th level spell. Maybe 7th? Honestly not sure.
5.) Miracle (and maybe Wish): in the hands of a good GM. That is to say one who likes their players to have fun, actually use their cool spells and powers, and is not looking of revery opertunity to screw them over. Bad DM's do this consistantly. Worse ones make the player pay full cost for it. Worst ones do all the above with Miracle and Wish, but also go out of their way to interpret (or more likely misinterpret) word for word.
6.) Harm (mass): . . . is amazing. :)
