Lay Healer grants the Razmiran Priest Aid as a 2nd level spell at level 3, and Remove Disease as a 3rd level spell at level 5. A sorcerer cannot cast these spells at the levels at which they are granted. Additionally, this replaces the bloodline's 1st level spell with a 2nd level spell, and the 2nd level spell with a 3rd level spell.

The best I could guess is you gain them for free, but can't use them until you can cast them. Basically at 4th and 6th level you gain them. They simply replace what you normally get at 2 and 5. This would not be the first archetype to replace something at a higher level for the cost of an ability at a lower level.
