Yeah... I don't think Gorbacz's post was insulting at all... but the OP's response certainly was. I'm sorry you took it that way, FlynnK. One of my personal internet rules is to always assume that folks are NOT trying to be an ass, since the internet isn't good at conveying subtle emotions.
In any case, yes... the Player's Guide, as folks have pointed out, is where the rules for romance scores are detailed. We say as much elsewhere in the adventure itself, I believe.

As to some form of apology, Umm, No. He came across snarky and somewhat belligerent. Others managed to answer without doing so.
Treat me nice when I ask a basic question, I'll respond nicely.
Act like a know it all jackass in the back of some FLGS who strokes their own ego, don't expect much in the form of niceness from me.

I agree 100%. I also find that it gives an interesting scale showing how easy it might be for a PC to strike up something romantic with an NPC.

If by "haven't memorized every single factoid from THE (sic) players (sic) guide" you mean "Haven't read the darn thing at all." you are correct. Romance is a fairly important section not some obscure hidden detail on page 176 of splat book XYZ.

I'm with the big bag of teeth here. Flynn asked a question, Gorbacz answered it. There was no snark there at all.
Seriously dude chill. Having read many of Gorbacz's posts before he's a cool guy. He genuinely tried to help you here and you jump down his throat? Not cool.
On top of that asking that JJ answer your question with the phrase "Come on James, spill it" could be construed as being overly demanding and a bit rude. JJ posts here as a courtesy to the community, he is not your errand boy.
You asked where the romance rules were, Gorbacz answered you with the correct information. That's not grounds for the reaction you gave and I believe (as it appears many do here from the posts) you should apologise.

The trick to keeping the internet free of flame wars when someone replies to you in what you determine is a rude way is not to reply with more rudeness; it's to either ignore the response, or to assume they WEREN'T trying to be rude and be polite and kind and thankful about their response.
Replying with rudeness or insults is what creates the insult "arms race" situation, and that's my least favorite part of these boards.

I never intended to denigrate anybody with my answer, I prefer short and to the point responses instead of elaborates. For sake of potential miscommunication, I've put a smiley there. Didn't work.

You're not alone. A few weeks ago a study came out saying that there's an observed trend to not remember actual information but to remember how to find it.
