Going through character traits for a new character I am making to run through the lvl 1 goodies of season 3. Am I to understand that Finding Haleen is still a viable trait? This is a trait from the Legacy of Fire Players Guide. According to the additional resources page it has not been banned. If so.... hurrah for my wizard who will receive +2 HP per level and +1 skill point per level.

This is covered in a blanket statement on page 6 of the Guide to PFS Organized Play (emphasis added):
Your character’s choice of faction opens up additional trait choices presented in Chapter 4 of this guide. These faction traits count as campaign traits. In effect, the faction traits are the campaign traits for Pathfinder Society Organized Play. No other campaign traits from any source are legal for characters to choose.

Additionally, it is not on page 7, 8 or 9 of the LoF Player's Guide as specified by the Additional Resources entry. Campaign traits are also expressly forbidden in that entry as well.
Traits: all traits on pages 7–9 are allowed except Duskwalker Agent (Notes: Uwaga Highlander applies only to the Stealth skill and Eyes and Ears of the City applies only to the Perception skill; no campaign traits are allowed.)
