If I am fused with my eidolon and have my animal companion summoned would this violate the two fighting pet rule?

Probably not.
Josh Frost established the fighting-pet rule to keep players from being a herd, each bringing a dozen combatants to the board, each taking a dozen individual actions, ... It's sort of dull to be the Wizard PC in that fight.
The Synthesist doesn't get both her own actions and that of her Eidolon's. So I'd be happy to see a synthesist / druid use her animal companion in combat.
