I think I am ready to go. I've looked over leadership and a leadership score of 25 (Aloofness -1, Cruelty -2, Has a Eidolon -2): I was thinking on my cohorts as Nereids with the template Demon-Possesed (One as a Balor and the other as a Succubus) or the other option is a Cauchemar (Nightmare) and a Night Hag. And the followers made up of:

As was seen with the monster cohort issues that were dealt with earlier, CR monsters are not the equivalent of NPC levels. As I have always interpreted the leadership feat, the levels are NPC classes. Even if allowed, it has been determined already that negative CR templates are not allowed.

Nephistal, I'm guessing you have the Epic Level Handbook too. That was the only book I've found that says that followers are supposed to be only commoners, experts, and warriors. And I had made the same assumption for 3.5 but according to the Pathfinder rules its says cohorts can be any race and class and followers are similiar to cohorts, just lower levels. This is my wish list, and I'm waiting for Ulgulanoth's decisions on cohorts. But my thought process, I picked the lower level followers from the APG Npcs for an example cult. And I wanted the young babau repurposed (and reskinned) to resemble my eidolons (which are small) as my "heralds". But I am open to suggestions, especially depending on what Ulgulanoth decides on cohorts.

I am not against using monsters as cohorts or followers, I just want to make sure that they are properly regulated without the leadership feat being abused as some of this falls into a grey area.
According to the SRD the Babau is ECL (Effective Character Level) 11, which is 5 levels above the highest follower allowed (assuming non NPC levels are being used). Even applying a young template (which Ulgulanoth has already banned) would make it ECL 10. The Barghest might be a level below the Babau at ECL 10 (6 HD + a boatload of specials).The same applies to the Nereids as cohorts. If we assume that the Nereid is equivalent to an Erinyes (even though it is actually +2CR to the Devil) the ECL is 16 before applying the Demon-possessed template (which for the Balor adds +7 ECL and the Succubus adds +4). The Cauchemar I would estimate to be at least ECL 18-19 (especially with the plane shifting), the Night Hag might fall in the reasonable 16-17 range.
I know the final judgement rests with Ulgulanoth so I will of course defer to whatever conclusion he comes to.

here is some more info on the setting
Oboctus
The plane of Oboctus is one large planet slightly smaller than Golarion and its flaming moon which acts like a sun for Oboctus. Oboctus has no oceans, in fact it has no large bodies of water, and only huge horrid swamps were Hezrou live. By far the most common demon in Oboctus is the Nabasu, who naturally spawn in Oboctus for unknown reasons. Hezrou and Babau demons are the next more common demons in Oboctus, both favoured by the current lord of Oboctus, Ragnok. The rarest of the demons in Oboctus are Glabrezu and Succubi, for Ragnok holds a grudge to those demons. The currency of Oboctus is slaves, Dretch are the lowest form of the currency counting as 1/10th, humans being the second most common count as 1/2, dwarfs, elves, halflings and gnomes being rarer count as 1. All the mortal races are kept in near Stone Age technological level, all casters, fighters and generally difficult to control mortals are killed and consumed by the demons. Thus the only threats to demons in Oboctus are other demons and the occasional large creature, like dinosaurs that roam the many jungles of Oboctus. There is only one large building in all of Oboctus, the Palace of Dust. The Palace of Dust is a large golden dome; it has one entrance, a large whole on the top of the dome. There are only two things inside, a giant crystal that holds inside a solar angel, held up in the middle of the dome by large chains. Bellow it is the only other thing in the Palace of Dust, a throne made from pure diamond, larger than what most mortals would consider a dwelling. The Palace of Dust is the size of Absalom. Bellow in the underground of Oboctus can be found only fungi and troglodytes, as the other races of the underground were never brought to Oboctus from the material plane. Finally the only other place of note on Oboctus is the Carnival of Pigs, a large market on the other side of the planet from the Palace of Dust, where the Nalfeshnee trade and make their unholy rituals to the abyss. It is here where unique demons that roam Oboctus are born, a secret that only the Nalfeshnee seem to know.
Ragnok Lord of Oboctus; King of Dust; The Deathless One
Ragnok is a demon clad in armour the size of a mortal (ei, medium size). He is skin glistens as if it were made of diamond or other curse. He wields a shield that has Ragnok killing a Balor painted on it. Ragnok has never been seen to carry a sword, though he is known as an expert swordsman. He is guarded by several undead minions that are clad in fire. How he acquired these undead to his service is still a mystery.
For over 10,000 years Ragnok has ruled Oboctus, he became the undisputed ruler of Oboctus when he killed the last ruler of Oboctus, a Balor Lord of immense power. The battle took over a century, the Balor kept killing Ragnok, but he would return only minutes later to continue the fight. Eventually the millions of cuts on the Balor killed it. Since then Ragnok has fought many of the current demon lords who wished to take over Oboctus, defeating every single one. He has died countless times, but due to his inability to remain dead, he returns, and that has been enough to keep the other demon lords at bay, conceding that they can’t win the fight. Ragnok believes himself as the patron of Babau and Hezrou demons, although what he sees in them or how he relates to them is unknown. On the other hand Ragnok hates Glabrezu and Succubi, it is said that these demons tricked Ragnok into revealing the one thing that could permanently kill him.

You have learned how to stalk and surprise creatures whose senses are very different from those of a humanoid.
Benefit: When you hide, creatures with blindsense, blindsight, scent, or tremorsense must make a perception check to notice you, just as sighted creatures would make perception checks to detect you. You cannot hide in plain sight unless you have that ability as a class feature. In addition, you can flank creatures that have the all-around vision speicla quality.

Created by the evil magics of a Nalfashnee named Talshfal, Nephistal was made for fighting in the pits at the Carnival of Pigs. Never having been defeated in the 1200 years of fighting Nephistal eventually became bored of being a gladiator himself but Talshfal refused to release him. Nephistal found the only way to free himself was to rid Oboctus of Talshfal which he did during a following a pit fight, tricking him into coming into the pit and then dismantling him in a fantastic display of violence and bloodshed. Using the rules of possession, Nephistal took over Talshfal's gladiatorial business and was quite successful for a century or so before going though an extended patch of bad luck and misfortune. Nephistal now has only a handful of decent fighting slaves at his small complex outside of the Carnival, constantly fighting against some of the other pit masters that want to force him out of the arena business altogether.
The complex itself is built into rock, what would have originally been some caves but over the centuries has been worked out by countless slaves.

Ulgulanoth, you meantioned no large bodies of water, but there are swamps. Are there also rivers?
In regards to cohorts and followers, I'm good with the Nighthag and the Young Cauchemar Nightmare and for followers changes the 1st level to 35 Acolytes (Human Cleric 1) and the rest farmers, 2nd level to 13 Stewards (Human Aristocrats 2), 3rd level the same, 4th level to 4 Human Alchemists 4, 5th level to 2 Human Clerics 5, and 6th level to 2 Human Summoners (Broodmaster) 6

This was my original thought:
Shepherd's Gorge is a deep ravine between cliffs carved from the stone by one of the few rivers, the Lash. This river canyon stretches for over 80 miles, with up to 7,000 feet depth as it winds towards the dismal swamps of the Hezrou. The water, slightly acidic, has worn away the limestone leaving the sandstone and granite exposed. There are even cave systems from the erosion. This karst landscape is filled with bizarre, fleshy trees and many types of fungus; along with a plenitude of fish and crustaceans. It is here, on the top of an entrenched meander, Lady Clease has made her grand home of sandstone; below in the gorge her followers live. The gorge is filled with over a hundred waterfalls, most of the water coming from mountain lakes and aquifers. The last half of the gorge becomes swampy, Puzzel Fortuna (Nighthag cohort) dwells here. Given that its within the Abyss, Shepherd's Gorge has a certain visual beauty to it; with the the painted sandstone cliffs and seems of granite, bright vivid waterfalls, exotic bright colored fish. And within the human settlement, the sandstone cliffs are reshaped to rounded dwellings with rooftop gardens. Fishing and aquatic farming support the human populace. Acidic waters gather in shallow stream pools, and alkali salt formations left by the eroding limestone give a healthy alchemical harvest to trade at the Carnival of Pigs. Lady Clease also sells her creations for labor and entertainment for protection for her community.
Her people have a strong chaotic intent, but tend to be morally ambivalent on the whole (chaotic neutral). The populace believes they are entitled, and will gladly keep the stone-age populace enslaved. Bronze and copper metals are common, especially as tools but still rare here.
If a river gorge won't work, would a geological rift be okay?
