Pretty much what the title says.
This comes up because I'm having a 3pp do some paper minis for me that will later be used in a set available to the public. two of the characters have holy symbols and thw question is would they need to be edited out if he plans to sell the mini sets?
I think that they fall under commuity use policy, but not OGL. This means they can be made for personal use, but if they plan on selling them to the public, the holy symbols would need to be edited out (at least that is how I understand it)

Correct - you cannot use our IP in a 3PP without a special license, and this includes the depictions of the holy symbols for the deities in the Core Rulebook.

They don't have a license to do whatever they want; apart from the unique deal with did to allow them to develop From Shore to Sea, what you've seen is due to Kobold Quarterly's status as a magazine that provides editorial coverage of our products.
